Those working for the federal, provincial, civic or city governments are called public or civil servants. These employees can include military personnel, post office employees, teachers, fire and police department staff. Each group has a set of rules and regulations to work by but sometimes they find themselves in a no win situation. When the Saint John Police Force organized union locals in 1918 and 1919 they found themselves in the middle - workers on the one hand with their own demands but at the same time charged with maintaining crowd control in labour disputes and protecting the property of owners and managers.
